EU policy assessment Part 1

The activities under Work package 3 (Policy) include an overview and brief assessment of key EU legislation in the field of bioenergy.

The corresponding EU policy assessment has been split into two parts covered by separate documents: 
• Part I provides a comprehensive summary of key EU directives and other EU legislation relevant for bioenergy.
• Part II has an exclusive focus on the Renewable Energy Directive (RED) with its binding sustainability criteria for biofuels and bioliquids and the EU Commission’s Biomass Sustainability Report which was published by the Commission in accordance with Article 17.9 of the RED. Part II is accompanied by an assessment of the RED and the EU Commission’s Biomass Sustainability Report, particularly taking into account the sustainability principles and criteria jointly developed for the BSR in the frame of Bioenergy Promotion.
Both documents serve mainly as a background information source for a variety of stakeholders in the Baltic Sea Region, in particular in the 17 “testing ground” regions of Bioenergy Promotion. This includes regional and municipal governments, public authorities, support scheme managers, policy advisory organisations, biomass producers, stakeholders from business and industry, academia etc. 
The documents has been prepared under the leadership of the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) in co-operation with the Environmental Policy Research Centre (FFU) of the Freie Universität Berlin. BMU assumes responsibility for the overall leadership of Work Package 3 (Policy). The main rationale of this Work Package is to support the development of coherent national and (sub)regional policies promoting the sustainable production and consumption of bioenergy.
